Downsizing from 2/3 Bedroom to 1bedroom

I am a council tenant with RTB. I have a 2/3 Bedroom house with a large back garden. I need to downsize into a 1 bedroom property with a garden in or close to the Newham area. The reason why I say I have a 2/3 bedroom is because the 3rd bedroom has a shower/toilet cubicle in it as my mother couldn't manage the stairs and used this as a bedroom. And this cubicle was fitted by Newham council. So for this reason the property is classed as a 2 bedroom by Newham council. The cubicle can easily be removed allowing the room to be a dining room or bedroom.
